Neighbors and Citizen-Partners,
I am a candidate for Groveland City Council District 4 and have embarked on this quest to invigorate Groveland’s awareness of District 4's concerns for our citizen-partners and families.
District 4 is facing significant and serious challenges created by poor management and leadership. District 4 is home to the most consequential voting population in Groveland and deserves a practiced, tactful, and effective leader to communicate and influence decisions. That would be me.

PRIORITIES

Environment & Agricultural Preservation
Environmental health is crucial for our quality of life in District 4, as it encompasses our physical, social, and psychological well-being influenced by surroundings. Factors like air and water quality, housing conditions, access to amenities, and social interactions significantly impact our ability to age successfully and maintain a high quality of life.
Neighborhoods that provide access to amenities and green spaces, can promote physical activity and social interaction.
The proposed Wilson Island initiative would RESET the plan to develop this beautiful resource, provide unique access to our waterways, and help maintain our natural charm.
I fully support the initiative to reclaim this unique property from development and positively impact District 4's quality of life.

Beneficial Growth and Development
Beneficial growth and development includes economic prosperity, improved infrastructure, enhanced quality of life, and sustainable practices. This involves strategic planning, investment in infrastructure, fostering economic opportunities, and prioritizing the well-being of District 4 residents.
I will lobby against any developer fee "discount" or waiver without community discussion and seek public disclosure and reasoning for any discount.
I will push for a moratorium on any new residential development to include approved projects to ensure any agreements/contracts are compliant with the Comprehensive Plan and CMS.

Infrastructure & Traffic Prioritization
The importance of concurrency in city planning lies in ensuring that new development doesn't outpace the local government's ability to provide the necessary public facilities and services needed to support it. In Florida this is required by legislation. It aims to link the timing of development with the availability of essential infrastructure.
I will propose our Concurrency Management System (CMS) be evaluated by an independent consultant to analyze it's currency, or effectiveness, and its alignment with the other governance documents.

Government Transparency and Accountability
Good governance starts with trust and open communication. I will not accept the practice of information hoarding and will push to ensure the information used to make the decisions that have significant community impact, be readily available to District 4 and all citizens well in advance of City Council discussions and decisions.This includes Budgets and Financials, Development Plans, etc.
I will propose the information to be shared will include "Pros and Cons" of the issue without the legalese jargon.
I will also submit to implement a government evaluation process consisting of Key Performance Indicators (KPIs) established by a committee comprised of district representatives.

ABOUT US
Shirley and Jim have been sharing the ride for 48 years! Incredible!
They retired from the US Navy in 1994 and returned to their native state. Shirley was self-employed until 2016 and has been enjoying her resort life in Trilogy since 2018. Their granddaughter attends South Lake High School (Class of 2027).
Jim's background includes selections as: Code Enforcement Board & MetroPlan Orlando Representative for Winter Garden, Chief Executive Officer (CEO) for an alternative education facility for juvenile offenders, the first CEO of the South Lake County Community Foundation, leadership assignments for the Department of State in Iraq and Syria, and most recently the Lake County School District. He currently serves as Lead for the Groveland Education Initiative to identify resources and methods to enhance Groveland's educational environment.
His extensive and varied experience provides a solid foundation in budgeting, operations, policy, and oversight.
He is ready to serve as your District 4 City Councilman.
